GPU FPS Increase In Gaming

Hello Everyone It's My Very First Post On Tom's. And Forgive me If I Don't Comprehend Everything. OK so The Thing is I have a pretty average P.C And I Want To Play GTA IV Maxed That's All The only Game I Tried To Run CryENB V1 Today But I Got Like 3Fps. :/ It Was So Laggy It Was Literally Unplayable!

So Here Go My Specs:
Cpu: AMD PHENOM X4 9750 Quad Core Cpu
PSU: Corsair CX500M Modular Power Supply
Cooling:Corsair H80i Closed Loop Liquid CPU Cooler
RAM: 8GB Samsung DDR2
GPU: NVIDIA 9500GS Non Dedicated 512mb GPU Pulled out of an old HP Pavilion M 9500Y (Suggest looking up the computer to See what I'm talking about when you google the gpu it doesn't come up)

So Here's My Question. If I were to buy a EVGA GTX 760 Could I actually play the game? And if I did how much more fps am I expected to get? Thanks in advance for any answers. Oh Btw. The Cpu is 2.4Ghz

The GTX 760 is a very decent card. The card itself can handle GTA IV with not much of a problem at 1080p on ultra setting, see here (40-60FPS).

Now here's the issue: your CPU is powerful enough. Basically, your CPU will hold back the GTX 760 from it's full potential. This is called bottlenecking. I've done a bit of research on this since I'm in a similar situation, with my old i5-650 dual core (about equal to your CPU). And on my old CPU, I can still play BF4 fine.

Right now, my system does great with a Radeon HD 7790, which is what I was told would be the limit of my CPU. I've noticed a little bit of bottlenecking though, but not much. So right around the GT 740-GTX 750 and R7-250-260X. Which are still decent cards. And the...

A GTX 960 is a better card with newer architecture for a cheaper price than the GTX 760. Alternatively You could get the MSI R9 290 which is a little more costly but a better card with 4GB VRAM as apposed to 2 which will help render objects faster. There is 4GB versions of the 960 too but you'd probably want to step into the 970 then... Hope I helped shed some light.
