Use MSI Afterburner and lower the fan RPM manually. Temperatures are likely not that high so you can get rid of a lot of noise. Though in majority of cases it's actually the PSU or CPU fans, rarely the GPU.

now, lemme just ask this real quick, is this really hot air coming out, or just air? Please check your temps with a program such as Speedfan when playing a game. A graphics card will work harder when running a game vs on idle (sitting on desktop doing nothing) so it makes sense that it would essentially speed up its fans and blow more air.

Those CPU temperatures sound pretty high, if it's in Celsius. I would recommend checking the CPU's heat sink assembly to ensure it isn't clogged with dust. If it is, clean it.
