How to get licensed Windows 8.1 on a PC with no OS?

Hello, I just decided to make a new PC but got totally confused with Microsoft's licensing. I need clean, full install Windows 8.1 Pro with a genuine license, and that can be upgraded to Windows 10 when available. But the OEM and System Builder are not genuine, how can I get a genuine licensed Windows 8.1 on a PC I made?

How is the Original Equipment Manufacturer not genuine? You can download Windows 8.1 off of Microsoft's website and obtain a license using a credit card or order a CD online or purchase one in a store.

What I found that OEMs cannot be upgraded to the next version of windows, i.e. 8.1 to 10.

Get a retail disk of windows 8.1. It costs about $10 more but it comes with both 64bit and 32 bit plus it's on a disk stored in your hard drive and not in the motherboard.

Be careful with your price quotes... It's far from being $10 for a retail version of Win8.1 over OEM. Things are more expensive in India. According to Amazon's Indian site, Windows 8.1 Retail is about 14599 Rupees ($229 USA) and Windows 8.1 OEM version is about 10467 Rupees ($164).. so the full version of Windows 8.1 is about $65 more than the OEM version.

Oh are you kidding? I found everything cheaper in INR than USD or GBP.

I contacted Microsoft support and they guided me to get Windows 8.1 on a usb flash drive to my new PC. I am gonna use the student version which is only INR 3500.

Dude... no sense in being rude.. I was just trying to help out.. I'm not from India but I do know computer stuff and electronics sold outside the USA is usually more expensive and I was just trying to point out that fact.
