How to get licensed Windows 8.1 on a PC with no OS?

Hello, I just decided to make a new PC but got totally confused with Microsoft's licensing. I need clean, full install Windows 8.1 Pro with a genuine license, and that can be upgraded to Windows 10 when available. But the OEM and System Builder are not genuine, how can I get a genuine licensed Windows 8.1 on a PC I made?

What I found that OEMs cannot be upgraded to the next version of windows, i.e. 8.1 to 10.

Be careful with your price quotes... It's far from being $10 for a retail version of Win8.1 over OEM. Things are more expensive in India. According to Amazon's Indian site, Windows 8.1 Retail is about 14599 Rupees ($229 USA) and Windows 8.1 OEM version is about 10467 Rupees ($164).. so the full version of Windows 8.1 is about $65 more than the OEM version.

Oh are you kidding? I found everything cheaper in INR than USD or GBP.

I contacted Microsoft support and they guided me to get Windows 8.1 on a usb flash drive to my new PC. I am gonna use the student version which is only INR 3500.

You saw from Amazon? You don't anything. Amazon shows different products from different sellers and thus prices may differ greatly as they set prices and discounts on their own convenience.

Dude... no sense in being rude.. I was just trying to help out.. I'm not from India but I do know computer stuff and electronics sold outside the USA is usually more expensive and I was just trying to point out that fact.
