Newly built pc wont turn on

Hello, I just built my first pc and when I tried to turn it on, it wouldnt boot at all and nothing was powered on not even for a split second.
After following the troubleshooting guide , fixed a couple things, etc I tried again
This time the pc didnt turned on either, however after the second try I noticed the power led turned on for a spit second, but the fans and everything else didnt, you can barely see the led flashing, however the led on the fan in the front didnt turned on
Now I tried again but this time I switched the pled switches like the guide said, this time the power light doesnt turn on but the fan one does, again for a fraction of a second.

Im quite sure the pc is getting power because it doesn turns on for a split second and I can somewhat sense it. Ive made sure that everything this connected correctly and all the other questions like this have the fans and other stuff turning on for a while before turning off again, while this one is nothing but the leds.
Something important, the leds turn on SOMETIMES, sometimes it flat out wont and if I want to try again I have to turn the IO switch in the back off and on again, Im unsure if its a faulty mobo or a badly connected cable or something else.
Specs are
Sapphire 290 tri x
I5 4460
WD Blue 1 TB
Corsair CX600
Asrock H97 anniversary
4 gb single slot kingston ram (just temporary while I order the corsair vengeance sticks)
Corsair Carbide SPEC 01

Getting really desperate, and sadly I doubt I can get o f those speakers for the beeps.

Tried to turn on the PSU with the paperclip short, it DOES turn on but only for a second, sometimes it lasts up to 2-3 seconds, not sure if I'm not pushing the clip well or it's on the psu.
It did made a "clack" sound BEFORE it started running for a second or two, this happens everytime.

I know 2 people that use pretty much the same build but with more hdds and a sdd on a 500w supply of the same brand and cx series, pcpartpicker also stated that I needed around 420w and I informed myself before buying it that I should be able to run the card well.

Tried to do the bread test run with only ram, cpu, cpu heatsink and motherboard with only the 20+4 pin ATX main power cable and the 8 pin EPS +12 volt power cable.
Tried to short it with the screwdriver, didn't work, didn't even blinked or moved the fans, should the screwdriver head be completely clean? mine is a little torn down from use, also from what I've seen I'm supossed to short the 2 pins on the pannel slot where the PLED+ and PLED - connectors would be, right?
Again I'm worried mainly because I don't know what's causing it, if it's the motherboard, the psu that seems to somewhat work with the clip but doesnt lasts long or something I'm screwing up.
Really not looking forward to an rma considering it takes like 2 weeks to get back to me.

EDIT: Tried the paperclip on psu test again, the psu works! Just have to keep pressing it in.
However it does works somewhat slow and quiet, but you can clearly see the fan spinning fast, not sure if it's normal with the paperclip.

However the short with just the cpu, ram and psu won't work AT ALL, again I'm wondering if it's on the somewhat torn down screwdriver head and if theres something else I can short with without damaging the components.
Or should I just rule out everything and classify it as a dead mobo? Seems that is the issue.
