Assistance with new PC Build Required

Hi all,

I recently up graded my PC accordingly:

RAM: 4GB Kingston 1333MHz --> 16GB Corsair Vengance 1600MHz
GPU: EVGA GeForce GTX 460 1 GB GDDR5 --> MSI GeForce GTX 970 Gaming 4GB
Windows 7 32 bit --> Windows 8.1 64 bit.

Long story short, it was one of the best decisions I've made with my PC. Games that would seriously struggle under High - Ultra high settings are now running at a comfortable 50-60 FPS. However, I have recently learned about CPU bottle necking and I'm pretty concerned.

I noticed in one of my games that there was a frame rate drop in one spot consistently, averaging around 30-45 FPS. I learned that my i7 960 @ 3.2GHz was bottle necking the power of the GPU to about 50-60% of its capabilities. I was hoping to avoid a complete re assessment/rebuild of my computer but it seems like this may be inevitable as my Asus P6X58D-E Motherboard is only i7 1366 compatible.

Summary and Question:
Is it worth investing in a new motherboard + CPU to increase performance? If I were to work on a budget what do you think would be the best picks for Motherboard and CPU given my current specs? I don't care about running 3 monitors, having the most OC ability, generally just a good Motherboard that can support a CPU which works well with my GPU.

I am asking this question because I hear microsoft is hoping to be able to utilise CPU's such as the i7 960 to its full potential, stopping the threat of bottle necking in my case.

Grabbing a decent cooler like the Cryorig H7 for $35 and overclocking will help alleviate any bottlenecks, the i7 960 is still a capable gaming processor and I don't think buying a new CPU would be very economical, at least not now.

Hm okay. My computer case has 2 massive fans + my graphics card has a good cooling system, will it be worth getting a cooling system installed or just Oc'ing it?
