The specs say it only supoorts 2133mhz, but can i just oc it to 2400mhz?
If i don't, will ram be running at 2133mhz ?
And btw, if i can oc, can i do it with the stock cooler (i am guessing i can) ?

I'm a little confused also... are you referring to the speed of the memory or max supported speed of the CPU memory controller? According to CPU-World that cpu can support memory speeds of 2133mhz.

With that being said if you have memory with a rated speed of 2400mhz for the memory for example then yes it is possible to overclock the memory to at least that speed however it's not guaranteed that your system will be stable due to the increased stress you'll place on the CPU memory controller and/or other factors such as other hardware devices that are sensitive to increase bus speeds.

It is possible, but overclocking RAM can be tricky. You have to consider the relationship of FSB, RAM speed, Timings and voltage.

The good news is, on Kaveri 7850k, 2133 is the performance sweet spot.

A better idea might be to leave it at 2133 and see if you can tighten the timings up a bit.
