PC build - Full water vs all-in-one cooling

I am creating a build for my brother.
The PC will need to be able to do games but also music production, which is why the CPU will be an i7 4790k and the GPU will most likely be a GTX 970, although there is a very small chance of a GTX 960. He wants the Twin Frozr version of whichever.

He doesn't want a huge CPU air cooler in his machine and so I began to look at all-in-one solutions like my antec kuhler, but since I got mine a few years ago there doesn't seem to be much in the ways of improvement. I am trying to keep the price as low as possible and so avoiding dual radiator coolers.

So I started thinking about the price of getting a fully water cooled PC. How much do you think it would cost? If I got a cheaper GTX 970 and water cooled the entire PC, I could theoretically overclock it more. How much more would a full water cooling solution cost vs a £50ish CPU cooler + Twin Frozr?

(Twin Frozr edition is around £30 more than the cheapest).

Since it is obvious that the price difference is quite large, I should probably look for the best value all-in-one cpu cooling solution, which is also quiet.
I can change the fans to better quality, quiet ones, if needed.
Which AIO water cooler would you say is the best for the money? I'm trying to keep price down so I'd rather get a cheaper one and put some good quality fans on it.

Going full water will be expensive more than the 30pound your saving.Cheapest option for water on both would be 2 separate loops a aio for the cpu and either a corsair ,kraken mod for the gpu.

The other option is the h240x ,extra radiator and a gpu block.
Howmuch would you want to spend on cooling ?

Solution
A custom watercooling system is not cheap. Think $100 just for the GPU waterblock, $50-$100 just for the CPU waterblock, we haven't even covered pumps, radiators, tubing, or fittings yet. You'll spend far more than a dual-radiator closed loop system for the CPU. Not to mention it would only net you maybe an extra 10% on your GPU clocks as compared to just an air cooler.

Why is your brother opposed to a big air cooler? For £50 he can get a really nice unit like a Noctua, Phanteks, or Cryorig that will be much more effective and quieter than a single radiator closed loop system.

Yeah I figured it would be something like that. So I guess I'll be trying to find the best value AIO cpu cooler that is also silent.

He thinks they are ugly, and I can't help but agree with him that a smaller cpu cooling block is just more attractive. It's a personal preference thing I guess, and it's regarding appearance rather than performance (I'd just get an evo if he wanted air).

Trying to spend as little as possible within reason. The Twin Frozr will probably end up being the GPU of choice and so I need to find a decent AIO CPU cooler.
