Replacing the mount for a watercooler. Do I need to reapply thermal paste?

One of the screws on my mounting bracket for my H60 Corsair watercooler broke and I ordered a new bracket. I went to reinstall it after about a month when it finally got here. Do I need to wipe it off and reapply the thermal paste? The cooler did come out of contact with the cpu before I put it back on.
 
Solution
get a lint free cloth and some isopropyl alcohol 90% or higher and put some on either a dab on the cloth/a few q-tips and careful clean then top of the cpu till all the TIM is gone on the AIO just use the cloth to clean it off then some of the iso to make sure its clean then just put new thermal compound on the cpu and put your cpu back on .

the reason you always redo it is air can be trap inbetween the cpu and the cooler then the cpu doesnt get cooled
