i am offered a used 780ti classified(with a waterblock) for the same price as a new 970, which do you think i should go with?

go with 970 is more power efficient and less heat generating if you want performance go with 780ti though the difference is less than 10%

Like said above, get the classified if you already have a loop. You can also ask the person if they have the cooler for the card, and you can just put the original cooler on it.
I'd say if you can do that, then go with the 780ti, if not, the 970 is always a good card to have.
