Ram at 91% with 8GB? I haven't run anything since I started the pc 2 days ago, what is it?

when I restart the pc (which I just built) the pc is fine but every once in a while it is giving me an error saying I'm running out of memory even though I haven't run anything in a couple days... please don't tell me to ctrl alt esc because you are a moron (I've read posts about that combo) and have no education, and ctrl alt del gives the task manager but the used memory doesn't add up to the processes running (even when showing all users).

now like I said, this is happening with my newly built pc but it was happening to my 6GB ram old pc... and it only happens once in a while... well I'm going to go restart my PC now (Again)

 
Windows does so many things to try to make your system seem faster than it actually is. One of those things is that it tracks what programs you use at the same time of the day, and it pre-loads it into unused memory. Then if you happen to walk in and want to use that program, its already in memory, and runs instantly. On the other hand, if there is not enough free memory available for some other program that you want to run, Windows will empty out the pre-loaded program in a tiny fraction of a second, and make that space available to what you asked it to run.

So just because you do not see the free amount of memory you think you should have, that does not mean that its not available. Windows these days is a lot smarter than it was 10 years ago. It does a lot more, mostly in the background where you don't even know its doing things.
 
Hum nice, well not really.
First of all as a test.

Use the F8 option when you first power up the system.
Select safe mode.
When in windows safe mode check to see what your memory usage is at.
If it works as normal and you have lots of free ram.

Then it points to having a virus or malware that has infected your system, under a process name with a weird name.
EG. wmgog~1432, not identified in the description as a windows task ect but an unnamed or odd destination.
example c:\temp ect or app cash ect.

If you used the same hard drive out of the system it may likely be a virus ect.
By running in safe mode it will not allow the file or process to launch or run because windows uses it`s core default drivers and settings.
Plus it does not launch any programs that may run in a back ground task of windows. or launch at start up.

When in windows normal mode depending on what version you have.
Type in the search box for programs to launch or run.
MSConfig.

A window will open.
Click on the boot tab. then the advanced options tab.
On the amount or processors setting select the max amount of cpu cores windows can use.
And tick the max memory option. it should then show in the box the amount of system memory is installed on your current pc setup. once done click ok. If it reports less than 8gb of memory it points to a fact you are using a 32bit version of the os when you need a 64bit version installed on your system.

Next click on the startup tab.
This is where you can stop programs running or starting up when windows is launched.
Look in that list for any strange name of a program you do not recognize out of the programs you have installed and un tick them then click apply.

Next click on the services tab.
Look for any strange program that is in the list that is not listed by a company. eg microsoft, apple ect. or has no name of the supplier or vendor of the software. Un tick it and click apply.

Now restart your pc, load into normal windows mode and see if you are left with free memory. and the % used.
Do a deep scan for viruses, and use malware-bytes to remove any malware the system may of collected.
Bitcoin mining programs are renowned for using large chunks of system memory so it could be that.

But if you follow the steps above you will work out if it`s a process or startup program causing you the problem of a lack of memory once windows has loaded in normal mode ok.
Please remember you may have 8gb of memory installed but if you are only running a 32bit version of windows the maximum amount of memory a 32bit windows os can see and use is about 3.25GB for example out of 8gb total. it simply ignores the rest of the ram.

If you have 8gb or more of memory in the system you must use a 64 bit version of windows to access all of the memory and for windows to see it and use it. from 8gb to 256gb maximum.
Also check in your bios of the motherboard for a memory hole remapping option if you have installed 8gb of ram.
If not turned on it can cause problems when running windows 64 bit versions of the OS.
windows may suffer from memory leakage errors if so and can explain why memory usage is heavy, while it appears no program is using it. Or you cannot work out where the usage is happening.

There is a list of things to check when memory usage is high but cannot work out where from.

To the 1st response, as I said, I checked all that, doesn't add up.
To the 2nd response, could be ff but i ran that and closed it and it didnt do any good and it is the latest ver.
To the 3rd response, true but I dunno that seems a bit extreme since all the apps I use at 1 time don't even pass 5GB, that's including Firefox and Minecraft...
To the 4th response, I'll try everything you said but I highly doubt that it's any of that as I have not been to any sites I don't know already.

20 processes @ 951MB on safe mode. After restart, and everything loaded up, about 110 to 120 processes @ 2.72GB RAM.

After your steps, which I didn't have to touch anything in boot, services, nor startup, is the same results, will update you all when this happens again so I can see how many processes are running at the time of overburden...
 
My system has been up for 3 days and a few minutes. And this is what it shows:
