■ Disable any UAC AntiVirus Software including Windows Defender
■ Make sure your files are not corrupted, if the download came with an MD5 checksum file you can use the command line tool CertUtil to compare the generated MD5 sum with the provided MD5 checksum the file is supposed to generate.
XML:CertUtil -hashfile C:/pathToFile MD5
