FX6300 CPU running slow for 10 seconds, then fast for 10 sec, then again slow and so on

Hey I have assembled a new pc with following specifications
1. Fx6300 cpu
2. Zotac gtx750ti Gpu
3. 970A-ds3p mobo
4. Hynix 4 Gb ddr3 ram
5. Generic 450 W psu (waiting for vs450)

After I assembled all components and turned on power Cpu is behaving erratically, Firstly cpu fan is slow and a bit erratic but after 10 secs gains full speed for 5 secs and then again slows down...in this whole process no display is shown on monitor
No change in fan speed is observed for gpu people or cabinet fans (3 cabinet fans) I also disconnected all cabinet fans to check if there is shortage of power supply but no change in situation

Please help me guys

Stock CPU cooler.

How to check if my cpu is overheating ??

BTW I had my side cabinet removed and had installed 3 cabinet fans.

This problem came during first run of my system

I would only be able to download these apps after i get my system up and running.

I also thought that it might be PSU not able to provide enough power but then I also tried to disconnect all non-necessary devices like DVD-ROM, all cabinet fans etc. and I had only connected mobo, CPU, GPU, Wireless PCI card, HDD. but same condition.

I dont think FX6300 and 750Ti are that power hungry.
