Help! Micro-stuttering in ALL games gtx 970

Hello everyone.

I am experiencing some kind of micro-stuttering in ALL my games no matter what settings i use.
Im getting above 60 fps in all games at ultra settings.
I don't know where the problem is coming from and can't figure it out.

my specs are:

i5 4690k currently running @ stock speed (cooled by 212 hyper evo).
8gb Crosair 1333mhz Ram
MSI gtx970
MSI z97-45g gamming 5 Motherboard
cx750 crosair PSU
Kingston ssd 240gb
500gb seagate hardrive 5400rpm
Asus VS247HR 1080p 60hz 2ms screen
Cm Storm mouse and keyboard.

Here is a video of the problem in BF4 multiplayer running at 70+ fps . (Happens in ALL games).

I have tryed V-sync and it doesn't seem to help at all. looks the same.

Set pre rendering frames to 1 and use geforce and play the game on optimize settings and run it then see what happen. Is there any kind of noise when you run the game like from your video card? Like it makes a noise then stops during a issue?
