CPU/Motherboard failure - reorder or upgrade?

Hello all,
I'm not a computer expert by any means, but this community helped me build a gaming computer, as seen in this thread: http://www.tomshardware.com/answers/id-2180061/building-question-case-reuse-part-suggestions.html#xtor=EPR-8809 (I picked the Intel option suggested by jaraldo).

Last night my computer stopped working with the following symptoms:
(1) My case light stays on, and can't be powered off while holding the power button
(2) Upon opening it up, I realized that there was a fair amount of dust in the case, especially in the CPU fan.
(3) After cleaning things out to the best of my ability and restarting the computer, I noticed that while the case fan (and light) turned on, and the hard drive fan and power supply seemed to be on, neither the CPU fan nor the video card fan were spinning.

We just had a hot streak where I live, and a computer fan had been making some slightly odd noises over the last few weeks (I thought it was the case fan getting a little loose, but maybe not), I presume the CPU/fan overheated. Does this sound reasonable? I'll take it out tonight, clear it out and reseat it, but I'm not optimistic.

Given this, my question is how to proceed. Should I presume it's just the CPU, and order a new one? If so, should I try to upgrade?

I'm not afraid of replacing parts, but I'd also rather not spend more than I need to. And I presume that if I upgrade, I'll also need to reinstall windows (which I can do, but is just generally annoying).

sounds like your fan is broken, i would order a new heatsink for that, you can either spend a bit of moeny for a decent heatsink or go for a nice watercooling option, quiet good cooling and useful if you upgrade cpu in future. http://www.amazon.com/Corsair-Extreme-Performance-Liquid-Cooler/dp/B009ZN03AA/ref=sr_1_2?ie=UTF8&qid=1432760171&sr=8-2&keywords=LGA+1150+water+cooler
Corsair very reliable imo, never let me down i have a similar one myself and works a charm for a while now.

Doesn't explain your gpu fan. MOst likely not your motherboard, do you get any display?

Hi Jake - I don't get any display. Perhaps I should have added above that a few times over the past few weeks I've woken up or gotten home from work to find that my computer had restarted (not just for updates), which perhaps was related to the future failure.
