CPU suddenly overheating, temperature all over the place

So yeah... before recently I would average around 20-35 degrees celsius on average when not gaming, and like 40-50 when gaming.

Now even when my computer is idle, it reaches temperatures up to 70 degrees celsius which lead to me underclocking and undervolting it so it doesn't crash (3 ghz @ 1.23 v). Even doing this it jumps from 20 to 60 degrees celsius when surfing the web.

I verified this by looking at two different cpu monitoring programs including the built in one.
(my setup if it matters; amd fx 8320 overclocked at 4 ghz @ 1.27v for a few months now)

Also, i've applied my own thermal paste..but I applied it just months ago so I dont think I put it on wrong... could it have just worn out by now so soon?

*thermal paste i used is radioshack brand high density polysynthetic silver compound

well.. the cooler is an asetek 550LC and I don't really know I guess.. the tubing is hot and the radiator is too.
