Best quiet yet powerful CPU Cooler

Guys, looking for the best CPU cooler that has silence without sacrificing performance. Was looking at the following options:

A liquid cooler is quieter and slightly more better at cooling than air coolers.
And AIO liquid coolers are really easy to install.

It's also very important to measure how much space your case has, as these coolers can get very tall and many cases...

I too looked at http://www.hardwaresecrets.com/article/Noctua-NH-U12P-SE2-CPU-Cooler-Review/1570/6

I would want a cooler that was 44 db or less, while keeping the core temperature at 70 degrees or less. I saw at least 3 coolers on that chart that fit that bill, and they were all air coolers.

That Corsair H100 is a water cooler, 62 db is loud, core temp only got to 64 degrees, but the noise would drive me nuts. If I had that, after about 20 minutes I would most likely need a new window because I would throw that thing right through it.

One other thing of note. That chart was done 3 years ago. There are a lot of newer coolers out, both water and air. And some are even quieter than whats on the chart.

Thanks for the responses guys and I know there are some new silent liquid and air coolers which are great but out of budget I'm looking around £20-35 and something to go inside my h440 and cool my i7 4770 and keep the noise levels low. Take a look at the ones I included in the description and what is the best out of those. Also why do you think the Evo is best?
