It will bottleneck yes, but by how much depends game by game, in BF4 it would probably be a big bottleneck.

No it won't bottle neck the GPU's, but some games do bottle neck FX CPU's due to their lower IPC. There is a difference. However, what do we call the i5 which is currently NOT bottle necking 2 970's? Because Skylake will yield a bit more FPS than previous generation... Hmmmmmmmmmmm
