How do I reduce my CPU's clock speed?

So it turns out that my motherboard has been overclocking my CPU to 3.9GHz without my knowledge and I like to know how to un-overclock my CPU down to 3.5Ghz. My motherboard is a Gigabyte-z97x-Gaming-5 and one of the software tools that came with it is called EasyTune. However when I try to custom set the clock speed down to 3.5GHz and then reboot my computer it overclocks my CPU even harder to 4.3GHz. Why is this?

The reason why I want to down my speed is because I keep getting BSOD with the GenuineIntel error meaning that the hardware at fault is my CPU (to my understanding) and so as told to me in my previous question here:

I need to lower my clock speed but I can't figure out how to without my motherboard getting in my way.

CPU Cooler: Cooler Master Hyper 212 EVO
Memory RAM: Corsair Vengence 8GB (2x4GB) 240-pin DDR3 1600
HDD: Western Digital (Blue?) Internal Hard Drive 1TB
Power Supply: Corsair CX600W ATX12V 80+ Bronze
OS: Windows 7 Professional 64-bit

Alright so I've disabled the overclocking option as well as Turbo Boost so hopefully everything will be fine. I'll let my computer run idle over night and see if i still get a BSOD notification in the morning.

Alright so I left my computer on last night playing some videos and it didn't get a BSOD so it looks like my problems fixed. I'll do one more test tonight just to make sure though since I easily get paranoid about these kind of things.
