Plug CPU Cable into Mobo, PSU Shorts

I recently decided to move the components from my 450D into a new NZXT H440. I built the original 450D myself, and actually just completed another 450D build successfully without a problem.

So i thought it would be a simple process of removing parts and installing everything into the H440, and after I had everything plugged in the PSU kept cutting out. After trying a few things, it was narrowed down to whenever the CPU cable was plugged in the PSU would cut out. Without the CPU cable in, there is power to the board and all fans spin including CPU Fan.

So after searching through the boards and trying absolutely everything mentioned, it still wont work. I've done most of the obvious, including:
- changed the CPU cable
- plugged the mobo outside the case
- tried a different CPU
- tried a brand new mobo of the exact same type. and plugged in and out of case
- Tried different PSU

I'm really frustrated and before i got someone to look at it I just wanted to see if there was something with the H440 case that I have overlooked or anything that may be causing it.

Solution
With board outside the case, install only CPU and CPU fan, 24 and 8 pin power cables. Nothing else. Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button. See if the CPU fan does spin without restarting.
