New PC is turning on and off every 5-10 seconds, but wont boot to bios

I just finished building my PC, I think I got everything wired right, when I hit the power button, it just turns on and off every 10 or so seconds, but wont stay on. Please help me

I know it may sound straight up idiotic, but check your cpu power cord. The other day I was messing around with some old Radeon HD5450 in my build, as well as my r7 240 and was about to throw it out the window from frustration. I was also booting windows 10, and couldn't figure out why it would start, but NOT turn off. I check all my cables, and here I had left the poor cpu power cord on the power supply, it was curled up like the binding of Isaac pose and weeping all over the PC! So like I said, just check the cord lol.

Haha! I did the same thing on my first build a few weeks ago. I forgot to connect CPU power. I have figured out that on this build my motherboard RAM slot is faulty. If I remove one stick of RAM from slot 2, it works fine. I know it isn't the RAM itself because both ram sticks work in slot 1, and both ram sticks don't work in slot 2.

Seriously? If they are bent it probably ruined my CPU too... This is just great.

Unless every pin is bent, they aren't bent, they all appear to be bending in towards the middle. I think this is regular, because they are all bent at the same angle. I am not even sure if they are bent, it might just be light reflecting off of them.
