New PSU now keyboard and mouse don't work

I have two issues.

1. I should hear a *snap* when I hook up the 24 pin and 8 pin to the motherboard correct? If so, I don't and I can't figure out how to get it to click.

2. Even though they don't click into place everything still turns on and works but once I boot into windows 7 and see the login screen the keyboard and mouse usbs lose power and I can't use them. is it because it won't click into place?

If anyone can help me. Thanks
 
check if the cables are completely in their places. If you can't see, just feel it with your fingers. You will feel if there is a gap between the cable's connector and the slot.

As for the keyboard and mouse losing power, there may be several reasons.
Maybe motherboard has faulty USB slots. Try to switch to different usb slots.

I tried different usbs and they all do the same thing the keyboard and mouse still don't get power but everything else does. Fans, monitors, etc. I don't think they're faulty bc they were just working before I replaced the PSU. Is there anything else I could try when I get home?
