Hi guys,
you are my last hope : )
I build a new PC for my GF with following components:

CPU :AMD FX 8320E (also texted FX-6300)
GPU: R9 285 OC by Gigabyte (also tested a R9 270 by HIS)
RAM: Ripjaws 1600 8GB as 1 stick
HDD: 2.5” HDD I think it’s a travelstar with good rw speeds
Sound: Creative Audigy
MB: ASrock 990FX Extreme3 with newest BIOS

I attached a x64 DxDiag file.

ill make Screenshots from every tool you want if you have any questions (HDTune SIW etc)

I use a clean Win 7 Enterprise installation with only Drivers Some Analytics (mostly portables) and DxTory for framerates.

Games like Dying Light don’t get the 15FPS mark doesn’t matter witch cfg and settings.
The Witcher 3 is at 25 – 30 at lowest settings.
CS:GO is at lowest with highly tweaked CFG at 80 FPS.

My Other Gaming PC witch has nearly same HW (FX8350 the other Card eg R9 285 / R9 270 an 8GB rioipjaws runs like a beast with high FPS … only difference is a Gigabyte UDA3 board)

im not able to test the board but I can’t believe it’s the mainboard causing such problems.

I also tried flashing bios resetting it and tried several settings)

Im really out of ideas how to fix it.

Solution
Windows updates?
Driver updates?
All the motherboard drivers?

HWmonitor, CPU-Z, GPU-z, screenshots taken while a game is actively running (windowed mode is fine) to see temperates and gpu/cpu utilization.

Temps are about max 50°C CPU and 60-65°C GPU

Sorry i was away but today i bought a Samsung Evo 850 because one of my idieas was thet my harddrive is too slow (Seagate ST1000DM003)
so ill go and put the OS on the ssd.

my last idias are Motherboard / Ram ... for each i have piucked some components wich i can buy in case we dont find the solution.

If the ssd doenst help tomorrow ill post the screenshots ;)

PS: thats why you dont try to save the 60bucks on a low buget pc in the end youll buy all the things you wanted in the first case but it way more expensive because you bought the cheap shit first :(

HDDs/SSDs don't affect FPS, so there likely won't be an improvement.

Your computer isn't exactly "high-end" either, but you should be getting better FPS. it's possible one of your parts is broken or handicapped somehow, that's why getting the details of the temps/usage to see if one of them isn't performing is important.

Cause like, Dying Light low FPS was a thing that they patched out. Witcher 3 should only perform that slow if you had Hairworks on, and CS:Go should be like 2-3x the FPS on those low settings.

As soon as you get back to me with some actual details we can start looking for solutions.

Latency issues can be caused by several problems, from the OS being corrupt/not updated, to HW issues. Can be hard to track down.

I don't want to say swap every component between your rigs and see if performance follows the parts or the motherboard, but that would be the one surefire way to narrow down the problem. Probably worth reformatting Windows first though to save the headache of swapping HW around.

Also, don't forget the PSU. A cheapo PSU might not be providing consistent peak power output, which would force the GPU into downclocking heavily.

so first new Motherboard is comming in in the next days because i read often that the ASRock dont supplys enough power for these 8core CPUS ...

2nd i made a memtest + and i swaped every single part of these PC except motherboard and PSU in the last year ...

my PSU is a Corsair GS 600 (http://www.corsair.com/en-us/gs600w)

i reformatted windows 1 time and have a 2nd partition where i have a windows 8.1 + Drivers installed for reference.

So i realy hope that the new Mobo will solve the problem!

Its a Gigabyte 990FXA UD3 Rev 4.0 with last BIOS update in early 2015.

PS: I always said never try to save these 50-80 Bucks at a low buged PC it causes way mor etrouble than it safes money ... and i was right -.- btw Ramkit and SSD are going back to amazon (casue old hardware seems to be fine) and my SSHD has stable 200MB/s R/W)

guys help me im realy depressed now :/
New mobo has aarived and i deleted all drivers from both OS
switched out the boards and installed newest drivers from prdusers (amd homepage broadcome homepage etc) also checked gigabyte but they where outdated)

Still same problem -.- DyingLight is running max15fps with an FX8320E and R9 285 with 8GB .... that shoulndt be!!!

HELP ME i have no more idieas!

:/ Yeah not much help i can offer really.

Sadly with all the money spent by this point you coulda just gone with intel and nvidia and had no issues.

I mean, here's some things you can try:
Low FPS on high end PCs is very known issue, there is no any update from developers but you can try these possible workarounds to improve Dying Light FPS.

Make sure your system has up to date Windows and drivers
Try to increase/Decrease Resolution, it’s a trick sometimes work
Turn off V-Sync
Reduce the View Distance to half, it will make no much difference in visuals but FPS will be great
Set the Textures and Shadowmaps to Medium
Reduce FOV
If you are an AMD/ATI graphic card user, you must kill AMD Gaming Evolved Application before launch the game.

And maybe get these specific drivers:
You must have AMD Catalyst Omega 14.12 graphic driver for run Dying Light better.

Dying Light ran fine for me on all my systems I tried it on.

its about 50-80 bucks cause msot things i bought at amazon and sent them back so i get refunds i spent with little upgrades for the newparts ist just time and stress ...

and i dotn wanna start a fight but i realy dotn like intel from the pricepoint and some other agnles and i realy realy hate nvidia for several reasons.

but moste i cant use it because it dont supports virtualisation xen passthrough and its terrebil form rendering ... + price is way to expensive for bad cards with such shiny drivers

but i need to figuer out what crashes my system here ... ill install win 10 tec demo to see if theres any diffrence.

and the worst point my main PC runs a FX8350 a HD7850 and same 8GB amd a 990XA UD3 and hase more than double the FPS .... there must be something wrong with these very system.

Yeah, I mean, it's possible you have a bad CPU or GPU. But there are lots of posts of people having issues with the 8320 and dying light.

//EDIT:

Ok guys - as i must have come it was a Layer 8 SuperDAC problem -.-'

I installed windows 10 today (for witch i btw had to manually reformate my system partition and convert it from MBR to GPT in a CMD) only to see my system shooting starts like a laser cannon ...

So i really start wondering what the difference between a win 10 Tech Preview and win7 / 8.1 is ...

It was really blank ... on the other OS i used 2 Programs witch i both use on fresh installs since XP:
- All in One Runtimes
And the
- K-Lite Codec Pack

So after i uninstalled all old runtimes and only leave the newest of each on the system it got a huge performance boost.
But still very bad fps drops ... after i uninstalled KLite also that was gone and my average FPS in Dying Light is at ~80!

My only problem is that i need KLite for DXtory PrimerePro and of cause my good old MPC-HC...
- i know try to get to thinner version of KLite and test if it helps.

I thinks its the LAV encoder which supports several rendering options which is causing the problem -.-

So far for the few which might have the same problem uninstall old Runtimes and KLite!

I use both DxTory for recording and puting out a Virtual Webcam for streaming and OBS for the actual streaming with the DxTory input ...

but for some recordings i use the LAV Splitter & Filters.

intresting is that also ffdShow-Tryouts causes thos problems ... so if you install codecs and stuff Dying Light is starting to have hughe fps loss -.-'
What shitty programmers
