Newly built PC does not have working USB 2.0 ports or PS/2 port

I am at the stage of building a new PC where I have to install the operating system (Windows 7). However, I'm unable to do that because my mouse/keyboard are unable to plug into the usb ports. There are multiple ports, which none of them work EXCEPT for the 2 3.0 ports in the back of the Asus motherboard. The keyboard and mouse only work plugged into those 3.0 ports, but turn off as soon as the operating system has finished loading up the files. The two are only powered before the OS is loaded, so I can access the BIOS. PS2 port just does not work.

The front two ports are also USB 3.0, but do not work because they are not compatible with the motherboard. I bought an adapter (3.0 19-pin to 2.0 10-pin~), but the adapter does not help. Keyboard and mouse still do not work under those circumstances.

I am concerned that maybe the motherboard shorted in USB ports, but I am not entirely sure. Here's what I have done so far.

1) Tried booting the OS from a flash drive. One flash drive in the USB, and the keyboard in the other. Didn't work. Replugged, didn't work.

2) Tried loading it again, got to the 1st page of the install screen, switched out the keyboard and mouse, didn't work.

3) Bought a new DVD burner and tried booting it from the disc. Same problem, didn't work.

4) Tried to re-plug into different ports in the midst of loading the OS files (would freeze).

5) Tried PS2 port and tested for power in all the other USB ports. Nothing. At or before installing the OS.

6) Went into the BIOS, changed USB Legacy from 'Auto' to 'Enabled'. Changed USB from Hi-Speed to Full Speed. Re-plugged into different ports during BIOS and it only recognize changes in the 3.0 ports. After the changes did not work, I did a default setup change and it still did not work afterwards.

Please help - I will take any suggestions

Motherboard- Asus M5A78L-M/USB3 Micro ATX AM3+
 
Solution
This will be difficult to work around with the PS/2 port not working. I would RMA the board at this point as the PS/2 port should work, and get you around the USB issues.
