Dead motherboard, CPU heat problem, or the entire CPU itself?

To describe my problem, my PC 3 days ago didn't turn on after going to buy upgrades for it. So I sat there the entire time figuring it out. I basically removed the entire thing, and then rebuilt it. I made sure all the PSU cables were not tangled, and modded them with plastic zip ties. I put the cover back on. It worked, and I got to gaming. Then I shut it off. I didn't use it the next morning, but when I came back to the house, my PC wouldn't run. Did the same thing I did the day before, gut the entire thing, and then put the parts back. It ran, but then it would turn off at random. The problem has gotten so bad that I can't get past the "Start Windows Normally" screen, without the whole PC shutting down. I also forgot to plug the CPU fan back in a bunch of times, maybe the CPU overheated too much when I was gaming? I am not sure.

Also I do not know if this is a problem or not but as I can remember, the Thermal paste hasn't been replaced in 6 years, and I just bought a AS5 thermal paste, and it should be arriving on Monday. I will post updates if that'll fix it, and if it is a CPU heat problem with the thermal paste.

 
the cpu can be damaged of course if you forget to cool it ...but when receive thermal paste , reseat the cpu and reinstall the cpu cooler ...and give a try
it can be a memory issue..if you got 2 ram stick try with only one stick if it work
it can be psu too depending if you have a crapy one

Well I can't looks at the specs on my PC, but I think I have a Thermaltake 450W, but I learned in another thread its a pretty bad PSU, according to the answer I received about it
Also all RAM slots are filled each with a 2 GB RAM stick, with a total of 8 GB, from Corsair. And as I can remember it uses a Core 2 QUAD but I can't specifically answer that.
