That's pretty lightweight... you'll see about 8 - 10C hotter with RB, that would put you into low - mid 60s meaning you should be able to do 4.4 Ghz
That will depend on so many factors such as cooler, ambient temperature, package or core CPU temp, voltage, load that "normal" is hard to define w/o more information.

Run ROG Real Bench for an hour and record max core temps w/ HWinfo

Note that 4.4 Ghz is the base "stock" clock of the 4790k w/ Intel stock cooler

I'm at 26C w/ 23.6 ambient at idle ... but the yardstick is temps under load in which cases I'm in hi 50s - mid 60s using RoG Real Bench

Under load my average temp is 51 degrees Celsius and my highest is upper 50's. During stress test After 30 minutes my temps are around 63 average.
