PC won't turn on- cpu_led flashes for a second.

Recently just put my computer back together and I'm wondering why it's not turning on. I thought maybe the mobo was dead but the cpu_led light flashes for a second when I press the power button.

It's an older board - ASUS P7P55D Pro

Is there a led that stays red (RAM, GPU)?

There's a green LED that stays on as long as the PSU is connected to the board (and its on).

I read that this doesn't necessarily mean the PSU is working properly- it just means that the board is receiving some electricity?

Is the CPU fan spinning when starting the board?
If not, then try testing the power supply: https://www.youtube.com/watch?v=5FWXgQSokF4
See if a connected fan does spin.

CPU does not spin, I breadboxed another mobo last night using the psu and it seemed to work fine.

Try testing the P55 out of the case too, only CPU and CPU fan installed, both 24 and 8 pin power cables connected. If the CPU fan does not spin, then it might be a motherboard issue.
