Laptop CPU usage at .77 GHz out of 3.5

My brother's Toshiba laptop has been running very slow lately and before that he got lag spikes which he assumed to be because of the CPU. He also noticed the side where the CPU is started to get hotter and the fan didn't seem to be working at full potential. If he checks his CPU usage now it will sate .77 GHz which is very slow and that's all it uses for all the programs he has open. Is this a problem with the fan, bios, or system itself?

The low CPU frequency can be normal as most CPU's will drop the GHz when not needed in order to conserve power. I would have your brother install CPUID Hardware Monitor from the link I provided below. Have him monitor the CPU temperature reading while running the system under load. If the frequency and temperature begins to climb the fan speed/noise should also increase. If the temperature gets to a point and then you see the frequency begin to drop while the system is still under load it's likely the system is throttling back to reduce it's temperature. This can be caused by improper ventilation (intake and exhaust vents blocked), a bad system fan, or improperly installed thermal compound from the manufacturer. Ensure the laptop is set...
