Having RAM sticks on Different Voltages 1.35 volts vs 1.50 volts

Is it safe to have 2 ram sticks of 4gb each in different slots with a power need of 1.35 volts for one, while the other needing 1.50 voltage? Both would be PC3-12800.

Yes it can although if you don't buy a matched dual channel set there is still no guarantee they will work together. Even the same brand and model may have different RAM modules depending on when they were produced.

GSkill Ripjaws X DDR3 1600 might have Hynix modules in a batch from 2013 and Elpida in the same model line from 2014. Just a for instance but that's how it works. Those modules have sub timings not adjustable with most motherboards and may or may not play nice together.

Safe? Yes, assuming they work together which is unlikely. When mixing RAM you ideally want the same brand, voltage, speed and timings or you risk instability and random crashes if it boots at all. 12 hours of memtest will tell you if it's stable.
