Motherboard Faulty? No HDD or GPU response.

Hi everyone!

I've only had this issue twice now where my computer won't start after turning it off.

Upon turning it on, the CPU fan spins then the computer state light is constantly on (as per normal), the GPU fans spin up and then nothing on the HDD indicator. I have attached a 182GB SanDisk SSD and a 1TB Seagate HDD. My monitor goes into sleep mode and I can't even see the BIOS show up on the screen. No USB connected peripherals work either.

Is there a way to properly diagnose the issue?

Specifications:

Motherboard: Gigabyte Z87N-WIFI
CPU: Intel i5 4670K @ 3.4GHz
RAM: 8GB Kingston HyperX Blu
GPU: Nvidia GTX 770 2GB

This all happened literally fight after I shutdown the computer and immediately tried to turn it on. After leaving the computer to 'cool down' for 10 minutes it is able to start up again.

If there is anymore information that I may have missed please let me know!

Ok the values are as below:

+3.3V: 3.324V
+5V: 5.100V
+12V: 12.096V
