New gaming PC won't turn on after over a month of working fine

I built a new gaming PC over a month ago and haven't had any problems with it having played over 100 hours of games on it. The other day I finished up a gaming session and shut my computer down. The next day I went to turn it on and nothing happens. The power button makes a distinct click noise when I push it in but no lights come on and the motherboard speaker doesn't make any sounds. After flipping the switch on the psu and plugging it into a different socket I got it to start up. The power light came on and the fans and LEDs started up except for one fan on the top of my tower and the gpu fans seemed to be stuttering (would spin slowly for a few seconds, stop, repeat) and no output to mintor. The power button and reset button then would not work to turn the computer off so I had to unplug the psu to turn it off. I then tried to turn it back on to no avail (pressed power multiple times and held it down for upwards of 10 seconds to no avail. I got frustrated and gave up. Walked into the room an hour later and it was on again. This time all of the fans and LEDs were working but gpu fans were still stuttering with no output. Again the power button would not turn the PC off. I haven't been able to turn it on at all since.

Where should I start with my trouble shooting? All wires are properly plugged in.

My specs off the top of my head since I am at work are as follows:

Rosewill Blackhawk case
I5 3.4
Evga gtx 970
(Not sure on mobo)
G.skill ripjaw 8gb (4x2) ram
Corsair GS700 PSU

Any thoughts?
 
Solution
It could be. Try removing the 8 pin power cable and connecting 1-2 chassis fans to the motherboard. Start the board and see if the case fans do spin.

Just picked up a corsair cx750 from my local shop, gunna do a quick swap first to see if that fixes it I get 7 days to return even if it's open box so no biggie if it isn't the psu. Im pretty positive it's not an install issue but if the new psu doesn't work I'll try some of the trouble shooting on that link. Thanks for the suggestions I'll update here later. Keep the suggestions coming too

Case fans don't spin, seeing as how the psu will turn on if paper clipped and that the pwr button won't turn it even with everything pulled from the mobo, aren't the only options left a faulty pwr button or a bad mobo?

So I replaced the mono and it's working now. My only concern is the first time I booted it the boot_device_led was on and I got no output. I turned it off and checked to make sure all my cables were tight and turned it back on. It cycled through all my status lights twice and now they are all off. Think I'm good?

Yeah the boot_device_led comes on for 3-4 seconds then turns off, system seems to be running a little hotter (CPU is at 60 and gpu is at 70 under full load playing witcher 3 on ultra) but other than that everything is running fine
