There are 4 versions of Windows 8.1 available. Of these, two of them you won't want or be able to buy easily: Windows 8.1 for Emerging Markets, which is targeted at other areas of the world, and Windows 8.1 Enterprise, which requires a volume license agreement and is targeted at medium/large businesses. The two versions you can buy are Windows 8.1 and Windows 8.1 Pro. Windows 8.1 Pro includes all of the features of Windows 8.1, as well as the ability to join domains, encrypting file system, Bitlocker drive encryption, Hyper-V for desktops and the ability to act as a Remote Desktop host. If you don't need any of these extra features, then stick with Windows 8.1.

I've never heard of Windows 8.1 referred to as Windows 8.1 Core. I...

I've never heard of Windows 8.1 referred to as Windows 8.1 Core. I would assume that the Core refers to the base Windows 8.1.

Those are likely people illegally re-selling OEM license keys from a company with an Enterprise license. These days it is very difficult to buy computers without an OS, so for example, all of our corporate computers came with Windows 7 Pro, we re-imaged every machine with 7 Enterprise and left about 50,000 copies of Windows 7 Pro just sitting.

Core is another way to refer to the basic Windows 8.1 platform. Pro and Enterprise are expanded versions with the features listed by Derek. Windows RT / ARM is for tablets and there is also Windows 8.1 with Bing, which is a free ARM compatible OS.
