I'm building an atx computer that can run an i7 CPU. I'm only gonna be using a 3d CAD software most of the time and will be playing the occasional game here and there. I was at first looking at the z99 extreme6 but just discovered the z97 is half the price. Is there a big jump between the two. Do I really need a z99?

Solution
If your goal is light gaming and heavy computing the X99 platform is the better choice. Though again, you may be looking at things incorrectly.

For CAD you want to concentrate a lot of your budget on a professional graphics card. (However, such a card will be bad at gaming, good at rendering)

i7-5920k is a six core processor, vs the quad core i7-4790k. However, the i7-4790k does have much higher base and boost clocks so each core is faster.

Really depends on your overall budget and whether this system will be a source of income or a hobby/entertainment device. Former: X99, Latter: Z97.

Sorry, x99 lol. For a fist build would u just go with the z97 and its cpu? I can always change the motherboard and cpu later when they're older.

The first build gives you more clock speed, possibility to overclock,

You could go with a cheaper motherboard in the second build since you will not be able to overclock the E3: http://pcpartpicker.com/part/asrock-motherboard-fatal1tyh97performance
