FPS drops when CPU and GPUs are not under heavy load.

I've just build my first fairly high-end gaming rig. It's an x99 build.

The relevant highlights for this question are:

Asus Rampage V Extreme MB
Intel® Core™ i7-5960X Processor Extreme
16 GB G.Skill 3000mhz DDR4
(2) Asus ROG GTX 980 Poseidon Platinum in SLI (2-way).
Samsung 850 EVO 500GB

The monitor is the new Acer XB270HU - 144Hz, 1440p, IPS, G-Sync.

The CPU and both GPUs are water cooled, and everything it running great and cool.

On to the question.....When playing games, I will often see the FPS pegged at the monitors max refresh rate of 144Hz by G-Sync, which is great. But then I'll move to another area and the FPS will begin to drop, often down to the 100-120 FPS range, and a few times even below 100 FPS. What confuses me is that I'm watching the CPU and GPU loads on my second monitor, and they are not even close to being maxed out at 100% utilization.

When these drops happen, the CPU is just coasting in the 10-15% range, with no single core over 30%. The GPUs are also coasting at 50-60% utilization. All temps are fine, usually in the mid-40C range under load, and upper 20s C at idle. None of the stats shown on Asus GPU Tweak indicate that the GPUs are working hard or near their capacity when the FPS drops.

So, why? If the hardware is not maxed out, why does the FPS drop?

I haven't overclocked anything yet, but will it even help if the CPU and GPUs are not maxing out now?

The game I play the most is "theHunter" from Expansive Worlds, a division of Avalanche Studios, the people who make Just Cause, Mad Max, etc. It's on their older game engine, which may not be well optimized, but would that really matter when there is plenty of hardware to compensate?

Unoptimized games tend to hitch even your PC is damned powerful.
An example would be Saints Row 4 or HAVOK based games before 2012.
The game engine couldnt simply ultilize the full force of high end hardware that modern hardwares today like a 4790K and a GTX 980 only hovers around 50-60 frames with fully maxed settings and the graphics arent even great. Supposedly, the hardware should drive the game up to the hundreds of FPS.
