Hello,

My brother have 650$ ready to spend on a gaming PC.

Games that he will be likely playing are BF4, BFH .. Generally FPS.

We want to make most of this money on a gaming rig!

Note1: Amazon.com is much preferred.
Note2: do not include OS, Keyboard, Mouse and monitor
Note3: Most likely i will be purchasing the case locally (UAE), suggesting a few of good cases will be nice!

All amazon increases the price. You can find a R9 280 GPU or even a couple of R9 280X s for your budget from other vendors.
