I have a i3 3240 @3.40Ghz, 8gb of ram and r9 290. When I start up GTA V the framerates are fine for about 10 mins when i am driving fast, but then after that I get the biggest spikes man kind has ever seen.
might be temps like the guy above me said, I had a issue when I had 8gb RAM where it was using 7.8gb of my RAM with the game and windows, next time it starts to lag, tab out of the game and check temps and task manager to see your RAM usage.

temps are around 55 degrees Celsius and ram usage is 85%
are the temps CPU or GPU? but that really isn't that high, although I don't think 85% RAM usage is enough to cause that issue either, like I said mine was 90 something % what setting are you playing on? graphics wise.

That is the cpu temp and i am playing on the lowest setting on everything. I even tried turning the resolution down and it didn't help at all
this is sounding exactly like my issue, have you updated the GPU drivers? and double check the GPU temps, MSI afterburner or GPU-Z both work great for that, but unless they are 85 and up degrees I think you may need more RAM I'm afraid to say
i don't think it's the ram. check your gpu temps first, if the temps are fine, check if core clocks are set on the normal values. the best would be to run afterburner on screen display and hw64 to check voltages with motherboard sensors. it can happen there is a gpu downclocking or instability because of the psu.

I don't think it has anything to do with the gpu. When i don't move ingame my frames go upto around 130 on the setting i am on.
if your GPU is downclocking then it can cause issue's, its a free test so it's very worth trying over spending a fair bit of money on either a completely new set of RAM or just upgrading what you already have to find out that it is actually your GPU causing the issue.

I did the test and everything with the GPU seems normal. Why would i need more ram when on steam it says the minimum is 4gb and I have double that.
so your RAM is pretty high, but might actually be ok, but you CPU is maxed almost, and that is a constant thing, I think that is your issue. not much you can do with that, don't think you can overclock that model.
I don't know what to tell you, you have described every part of the issue I had, but you're RAM usage isn't as high as mine, if you know someone who has spare RAM you can try to see if that helps but I can't guarantee it will work, but it does fix it 100% for some people.
