GTX 970 struggling to keep 50+ fps on 720p battlefield 4...

I noticed today that on certain maps like Siege of Shanghai that my card drops down to 45-55 frames per second when looking near the center of the map. I was kinda confused as my card is brand new and everything ive read on it says it can play the game on above 1080p with rarely dropping below 60, so why im dropping at 1600x900 resolution is kinda sad. My other graphics card (AMD Radeon HD 6850) managed to stay at/above 60 frames just fine on the map. I also find im unable to run games like Skyrim (With and without ENB) at above 60 frames. Even Far Cry 3 dips below sometimes, the most fps ive even gotten on a game with this card so far is 80!

My specs are:

Windows 8.1 64 bit
Gigabyte Z68X-UD3H-B3
EVGA GTX 970 ACX 2.0
Intel i5 2500k 3.3GHz
Seagate 1TB HDD
8GB RAM (2 4GB sticks)
Acer P250h monitor

Additional info if needed: Using a mini HDMI to VGA cable. When I first got the graphics card (April 8th was when it was ordered, arrived near the 20th), I noticed a buzzing noise and it was one of the fans hitting some of the wires on the inside. All I had to do was push them lightly with my finger out of the way and the fan stopped hitting the wires. My temps are around 70-75C when gaming according to GPU-z. The card is probably returnable if I need to contact EVGA. Any help is appreciated!

Lower your settings. Especially antialiasing settings. The more settings you have on high, ultra or 16x the slower your graphics card produces frames, which is the basis for FPS.

Make one or two changes at a time, and then test out BF4. If the FPS number still isn't high enough, go make more changes. I would bet that with a little bit of effort at lowering some of the settings, you could exceed 60 FPS easily with that card.

I seriously doubt there is anything wrong with your video card. BF4 is just a demanding game. On the highest settings, it needs a lot of horsepower to push through all of those features fast enough to get you the frame rates you want. So again, lower the settings some. The game will still look great, and it will be...
