At Ultra on 1080p you need a gtx780 or better to get 60+fps.

For $300, just get the best card you can afford. eg https://pcpartpicker.com/parts/compare/evga-video-card-04gp43975kr%2Cmsi-video-card-gtx9704gd5oc%2Cmsi-video-card-r9290xgaming4gle%2Csapphire-video-card-100362vxsr/

GTA V - http://www.game-debate.com/games/index.php?g_id=1308&game=Grand%20Theft%20Auto%20V - you might need a better CPU too.

The Phenom II X4 965 is just about maxed out with the R9-280. And then only if it is OC'ed. My 965 Black edition @ 4.0 GHz and my R9-280 & GTX 960 are all it can keep up with in most games... in single player. MP will take even more stress on the old Phenom II.

newer amd cards in june.
ssd are used for faster boot speed. intel and samsung evo 850 are good units that have low failure rates.

all you need it update the mb bios then swap out the cpu. it give you more time with that mb/cpu combo.
