If this is what the inside of your SFF PC looks like: http://img.misco.eu/Resources/images/Modules/InformationBlocks/1210/HWP/HWP-Q/Q324126-HP-Pro-6200-Small-Form-Factor-PC-lineouts05-kb.jpg
...it should fit if it is a low profile card. But to be sure there's no surprises, measure the length of the card and then measure inside the case from the expansion slot cover to see if it clears the heat sink and fan.

But I'd be hesitant using that GT 640 unless it is the DDR5 model.
DDR5 model: 49W
DDR3 model: 65W

Well, technically you can use it. But I doubt that tiny 240W PSU will hold up very long with that card when it gets heavily loaded. If you notice trouble booting, or the PC shuts down/restarts during gameplay, that will be due to the PSU not being able to maintain the +12V power for both the card and the CPU. Worse case, it will die. Hopefully not catastrophically.

Let's put it this way... I would not use a 65W card on a 240W PSU. But... it depends on which 240W PSU HP put in there. You might get lucky.
Check your nameplate. If it says it has two +12V rails rated at 16A and 14A and says they should not exceed 320W, That is the better 240W PSU. If so, you probably can run the 65W card w/o too much worry. If the ratings are less than that, don't do it.
