I've used that motherbaord before, and i managed to get my 8350 to 4.8ghz at nice temperatures ... it's cheap and the worse in that range now, compared to a couple years ago.
That cooler isn't the best ... but could allow you to overclock from 3.5ghz to 4-4.3ghz max seeming as the board is not so good anymore.
So i ordered the msi 970 gaming board.. what speeds can i get with my cooler on that
It is an 'ok' motherboard, nothing to thrive about.
z97 used to be awesome but now for amd they are thermal nightmares D;
A 990FX would be a good board to overclock now.
if you can afford it:
great for overclocking. http://www.scan.co.uk/products/asus-sabertooth-amd-990fx-sam3plus-ddr3-pcie-20-(x16)-quad-sli-quad-crossfirex-atx
That was out of your budget it seems so i would go for something like this in your budget: http://www.scan.co.uk/products/msi-990fxa-gd65-amd-990fx-sam3plus-ddr3-pcie-20-(x16)-2-way-sli-2-way-crossfirex-atx ... but msi has poor quality check.

hope that helps.
