Sudden CPU usage spikes and high temps

I've been using this config for 3 months with no problems
i7 4790k stock cooler
16GB RAM
GTX 970
ASUS Z97 PRO wifi

Now i have started to encounter sudden cpu usage spikes to 100% for 5 seconds when i start chrome (just with chrome), I checked for unstable extensions ,disabled them all still no improvement
recent changes include addition of "delta homes webpage virus" and i have not been able to remove it completely (i've tried malwarebytes,re installing chrome )

and this has also lead to increase in CPU temps while gaming ( gta 5 - 75 c +)

UPDATE
so i downloaded speedfan for monitoring the temps and it showed a mean temp of 60C while gaming (GTA 5)
and random cpu usage spikes to 75% by the game (process explorer )
are these values normal?

damn just went through this myself...even though you disable them they are still there. First go to uninstall a program, I just usually search it, and see if anything there is something you don't want or looks suspicious. Then go into chrome and disable all the extensions like you did before, but now after that go to where you can set which search you use and delete all of them besides the one you use. It fixed it for me on my friends pc and hes been fine for a few months now.

yeah, very possible that it's some sort of a virus. Check for suspicious software and run a full scan with your antivirus software.

I have started using maxthon browser which improved the cpu usage to some extent still it gets spiked up to 40-50% on starting.

I tried scanning with avast and malwarebytes which detected around 22 malwares, but the delta home page thing wasn't removed. So I changed the chrome target address removing the delta home url which solved the homepage problem but not the cpu spikes.

Is this a hardware problem with the stock cooler? Or the thermal paste? Does it need to be changed in just 3 months?

I'm still getting high temps while gaming ( gtav - 70-75 C)
