Top Mounted PSU Facing Up or Down

I kind of have a compound-dilemma- I recently built a low-profile system with very limited space. The system generates a lot of heat and I was looking for a simple way to bring the CPU temps down a few degrees. I thought that I would face the PSU fan downward so that it takes some of the hot air and blows it out the back. However, when I face the PSU fan downward, it makes a loud rattling noise on startup and when it starts spinning under load.
1) Is this PSU ok to mount like I described? I would think it is, but the rattling has me in doubt.
2)Would having the PSU fan suck hot air from the inside of the case be a viable way to decrease temperatures (however slightly)?
