I have windows 7 and i finally got a good cable and it says my ethernet id unidentified and is shown as a public connection. My house has ethernet built in the walls so i dont have to direct connect. When i went to diagnose the issue it says my "local connection" IP does not have a valid configuration, though i have never tried connecting using my ethernet. I have a belkin router.

You will have to reset your network stacks. But before you do check and make sure your set up to use dhcp so it will automatically configure. If not set your network adapter to dhcp. If it already is use this link it will walk you through how to do this and get your network connection working.
