Every time i install the graphics drivers it freezes at the windows boot screen after the reboot. When I manually reboot and go into safe mode to delete the drivers and reboot, it starts up just fine.

I have updated the chipset drivers, i've tried the current drivers from AMD (their auto detect utility thing), the prior graphics driver, ran driver fusion and ccleaner and the only thing i have accomplished is getting more and more irritated.

I have never ran into this problem before, and haven't been able to find a working fix on any of the forums.

Any help would be great

Build (don't know what's important so i'll just list it all) :

Gigabyte 970a-ud3p rev 2
Phenom 2 black edition
8 gigs ADATA DDR3 gaming series
WIN 7 Ultimate S1
Fractal Design R5
750 Antec EarthWatt PSU
Radeon 5850

Solution
Motherboards don't generally just "fry" unless there's a reason. Often that reason is another faulty component. Sometimes it's not, but in all cases, the installation of a new motherboard should necessitate a clean installation of the OS and all drivers in most cases. I would not use AMD's "autodetect" feature either. Go here and try the Omega 14.12 drivers. Download but do not install them until after running the Display driver uninstaller. Be sure to choose the AMD option and don't be too surprised if this doesn't solve the issue without a full reinstall of the OS. Even then, there could be another issue. Let me know on those PSU readings from the BIOS. Something caused the motherboard to fail, maybe age, maybe not...
Hah, it happens. The obvious is usually the easiest to ignore. The PSU is a good model, which still doesn't mean it can't be to blame, but it DOES make it less likely. Start by going into the bios and recording what is reported for the system +3v, +5v and +12v sensor readings. A good reading there won't necessarily eliminate it as a possibility, but it can sure make it highly improbable.

Considering the age of the 5850, several generations back, it would sure be no surprise if it had come to the end of it's lifecycle. Make sure you're attempting to install the correct and most recent driver for the model as determined by the AMD drivers page utility. And then try the method I outlined in the clean drivers section of that tutorial.

Is this a new build, new card or just new issue when trying to update drivers?

i am going to try that cleaner thing, but this isn't a new build.. technically. My motherboard fried and i didn't want to completely upgrade everything at the moment. Since DDR4 is new, i want to wait a bit before upgrading everything. The only thing that is new to this build is the motherboard. I had no problems before that, and i checked and it is supposed to be compatible with the 5850 card. Also, i am using the card currently, my dvi monitor and hdmi tv (monitor) are both working being plugged into the graphics card. This is what makes me think that the graphics card hasn't kicked the dust quite yet. But i could be wrong

3v - 3.264
5v - 5.040
12v - 12.024

the motherboard fried because i moved to a new case, antec 902 to fractal design r5, and since i was in a hurry i made the tragic mistake of not thinking.. i plugged in the four pin floppy drive power connector into the four pin sys fan. I fried the motherboard because i wasn't thinking and made a stupid mistake. installing new drivers now, did the cleaning program, i'll know after the reboot if it all worked

it worked, thanks! i don't know if it was the cleaning program being better than driver fusion and ccleaner, or installing the specific driver and not using the amd auto detect utility, but when it didn't freeze i was quite surprised and elated. thanks for the help, and yea.. the story of how i fried my motherboard is a funny albeit embarrassing tale considering how many times i've built pc's and never plugged stuff in wrong in the past.
