The EVGA GeForce GTX 960 SuperSC ACX 2.0+ comes with a dual 6-pin PCI-E to 8-pin PCI-E adapter cable to handle your Dell XPS 8700 460W PSU 's two 6-pin...
You should be able to use that 460W PSU without any problems unless the brand and model of GeForce GTX 960 that you bought requires a 150-Watt 8-pin PCI-E Supplementary Power Connector. That PSU only has two 75 Watt 6-pin PCI Express supplementary power connectors.

That PSU has a maximum combined +12 Volt continuous current rating of 32 Amps and is more than sufficient to handle a GeForce GTX 960.
