What should GPU usage be at?R9 280(MSI) at 85-95% on Counterstrike:GO?

So what is up here?I am a noob so I have no clue.

Isnt 95% GPU usage for a game like CS:GO too high?
Or does this work in some other way I can't comprehend?

If indeed I am right and this is not normal, what is up here?

Solution
The higher the GPU usage the better.

If you don't have Vsync on it will produce as many frames as possible for the game.

If you have Vsync on it will be lower as it is limited to creating a certain amount of frames per second depending on the refresh rate of your monitor, as mentioned above.

Thank you both.
So is VSYNC a recommended feature to be enabled at all times?Or does it come with other, extra, hinderances ?

PLUS, why "the higher the GPU usage, the better? "

VSync is do eliminate screen tearing. Search for better explanation what these terms are standing for. It is just for a smoother experience. Your card tries to match your monitors refresh rate. But on games like Counter Strike:Global Offensive or other competitive and fast online games, this could be counter productive. Some are talking about no difference, but some (like me) see a quite huge difference. It is almost unplayable at 60 fps to me, maybe because the sync is forced. For other offline games, its mostly better with VSync on. But this is a question of taste and if your hardware works quite well with it.

The high GPU usage means your processor is so powerful it can let your GPU perform up to 100%. The higher your GPU usage can reach means that your CPU let's your graphics run at full potential. If you had no higher than 60% GPU usage and you saw your CPU usage reaching 100% you would have a ''bottleneck''.

So the more usage the more powerful your graphics card can be.
