Question ipad no wifi

i have an ipad 2 and it wont detect wifi, odd as i have an iphone 5s and a dell latop on windows that does

i cant mess with the router as it is not mine and a neighbour is letting me use it, i have stood a meter away and the ipad 2 does not even pick it up

Another thing that you might like to check is whether Mac filtering is enabled on the router. You say it's your neighbour's router and you can't mess with it, but you're going to have to try a few things like power-cycling it, checking it's configuration, checking if it sees your iPad, etc.
