How much of a difference should I expect if i'm going from AMD Phenom II X3 720 and GTX 560TI to an i5 4690k and GTX 970?

also from 4GB ram to perhaps 8 or 16?

Would you say it's time for an upgrade with these current parts?

Very large increase. Probably over 2000%. 8GB is fine for gaming.

Thats a hard comparison to make, considering how substantial that upgrade will be.
Overall, its a very worthwhile upgrade.
(I recommend 8GB of ram unless you are doing rendering etc, then go 16)

difference between a fiat punto and a f50 spyder?

ie. whatever you are playing at now, be prepared for 60fps minimum in almost all titles maxed out settings at 1080p

They are not comparable. The i5-4690k & GTX 970 are on a completely different level.

8GB RAM is also recommended.
