If you're not overclocking I'd say no. It's a few dollars more expensive than the non k 4690 and if going with a locked cpu you'd be spending more for options you're not going to use. Either the xeon or you could save around $60 and go with a similarly performing locked i5 4590 and h97. Just pay attention to motherboard capabilities, it depends if you want to crossfire or sli gpu's and other features to make sure the actual board you go with supports what you need it to.
A xeon isn't a bad choice if you think you'll use the hyperthreading, otherwise you're paying $50-60 (27% more) than the 4590 for what amounts to around 8-12% performance increase on average when if/when ht is used.
