Unable to delete an empty folder.

I recently installed a game, Zoo Tycoon 2 for nostalgic reasons haha, but I was having some issues, simple ones too, with it so I uninstalled it. When I tried to reinstall it, the installer told me that it was already installed. I went to the location of where I knew the folder to be and noticed it was still there only it was empty except for another folder that was completely empty (No hidden files either). Even though I knew it most likely wasn't the problem I felt the need to delete to folder so I tried. When I tried though it wouldn't let me, saying, " This action can't be completed because the folder or a file in it is open in another program." So I went into the task manager looking through the processes to see which process might be using an empty folder. I couldn't find a process which makes sense seeing as how there were no actual files in the folder. I have administrative privileges so that shouldn't be a problem. I can't see any reason why I shouldn't be able to delete this very empty folder. Any help would be greatly appreciated. If it helps at all the folder in question is Microsoft Games\Zoo Tycoon 2. Also I was able to do a custom install so I installed the game in another spot so that isn't the problem, I just want this empty folder gone.
