Sorry for the late reply.

Go into windows update and view the installed updates
Locate and uninstall KB2966826 and KB2966828, then try installing 3.5 from programs and features.

Then type he DSM command command above

If this still doesn't work, open windows update and select all updates for install and download

If you are concerned about losing your registry, back it up using regedit and restore after refreshing the pc
